이 연구는 바르샤바조약과 한미상호방위조약 비교를 통해 소련과 미국의 동맹국 에 대한 주권 인식을 분석한다. 양 조약의 본질적 차이는 동맹국 내 주권 수호 인식에서 나타났다. 소련은 바르샤바조약기구 창설 후 폴란드, 헝가리, 체코슬로 바키아인들의 주권 수호 의지를 무력으로 훼손했다. 체코슬로바키아정부가 자국 의 침략을 소련정부에 요청한 것에 반해 5.16군사정변기 미국은 한국문제에의 개입을 자제했고, 한국의 대립적 정치지도자들 역시 미국의 개입을 최소화하려 했다. 영토불가침을 강조한 바르샤바조약은 동맹국을 침략했고, 대립 속에서도 한미상호방위조약은 ‘동맹의 상호방위’를 이행했다. 바르샤바조약기구는 의사반 영 통로를 정지시켰고, 소련 중심의 통제시스템으로 동맹국의 주권을 제한했으 나, 한미상호방위조약은 한국인들의 주권 인식에 대한 민감함을 반영하며, 지휘 체계 역시 미국 주도에서 한국 주도로 전환되어갔다. 바르샤바조약기구가 다국 적 침략군으로 평가된 것에 반해 미국은 “자립 가능하며 성장하는 경제”를 가진 한국을 목표로 했다. 바르샤바조약은 동맹국의 주권을 형해화시킨 ‘통제동맹’이 었고, 이견과 대립 속에 맺어진 한미 간 ‘발전동맹’은 상호이익을 최대화하는 동 시에 한국에 대한 미국의 장단기적 목표를 모두 실현하였다

This study analyzes how Soviet and US allies perceived sovereignty by comparing the Warsaw Pact between the Soviet Union and Eastern bloc with the Mutual Defense Treaty between the US and ROK. The essential difference between the two treaties is the perception of the defense of sovereignty among the allies. The Soviet Union used force to suppress protests in Poland, Hungary, and Czechoslovakia following the creation of the Warsaw Pact Organization. The Soviet Union invaded Czechoslovakia upon the request of the latter’s government, whereas the US refrained from intervening in ROK affairs during the May 16 military coup, and the antagonistic political leaders of the ROK also sought to minimize US involvement. The Warsaw Pact, which emphasized territorial inviolability, permitted the invasion of an ally, whereas the Mutual Defense Treaty between the ROK and the US, which advocated diplomacy in resolving conflict, provided for the mutual defense of the alliance. Moreover, while the Warsaw Pact suspended lines of communication and limited the sovereignty of its allies by imposing a Soviet-centered control structure, the ROK–US alliance reflected sensitivity to Korean perceptions of sovereignty, and the command center shifted from the US to the ROK. The US aimed to transform ROK into a “self-reliant and growing economy,” whereas the Soviet Union was viewed as a multinational aggressor. The Warsaw Pact was a “control alliance” that compromised the sovereignty of its allies, whereas the ROK–US “development alliance,” which was forged amid disagreements and conflicts, maximized mutual benefits and realized the short- and long-term goals of the US for the ROK.
