본 연구는 Kingdon의 다중흐름모형을 적용한 국방혁신4.0의 정책변동 사례를 다루고, 이를 통해 국방혁신4.0의 정책결정 과정과 주요 요인을 확인하고자 하 였다. 국방혁신4.0은 윤석열 정부의 국정과제로 제시된 후 국방부에서 기본계획 을 수립하여 2023년 3월 대통령의 재가를 받았다. 이 과정에서, Kingdon이 주 장한 것처럼, 3가지 흐름, 즉 정책문제의 흐름, 정책대안의 흐름, 정치의 흐름이 결합하여 ‘정책의 창’이 열렸다. 특히, 국정과제로 선정된 국방혁신4.0의 특성으 로 인해 정치의 흐름, 즉 행정부 교체와 대통령의 정책추진 의지가 정책변동의 핵심 요인이었음을 확인하였다. 그리고 국방혁신4.0의 정책변동에서 특이한 점 은 국방부의 정책전문가가 중요한 역할을 하였다는 사실이다. 여소야대의 국회 상황은 국방혁신4.0 정책결정에 크게 영향을 미치지 않았음을 확인하였다. 국방혁신4.0은 북한의 핵·미사일 위협을 비롯한 현재 위협뿐만 아니라 미래의 전장환경 변화에 대비한 국방의 청사진이다. 본 연구결과를 토대로 얻은 시사점 과 정책적 제언을 마지막에 제시하였다.
초 록 [영문]
This study examines cases of policy change in National Defense Innovation 4.0 applying Kingdon’s Multiple Stream Framework. Through this, we sought to identify the Defense Innovation 4.0 policy decision-making process and major factors. National Defense Innovation 4.0 was introduced as a key government agenda during the Yoon Seok-yeol administration and the Ministry of National Defense developed a basic plan, receiving presidential approval in March 2023. Throughout this process, the three streams of Kingdon’s Model, namely the policy problem stream, policy alternative stream, and political stream converged to open ‘policy window’. Specifically, due to the unique characteristics of National Defense Innovation 4.0 as a government agenda, the political stream, which includes the replacement of the administration and the president’s policy determination, emerged as a key factor in policy change. Additionally, experts from the Ministry of National Defense played a crucial role. And the political tendencies of the divided government in the National Assembly did not significantly affect on the Defense Innovation 4.0 policy decision. National Defense Innovation 4.0 serves as a blueprint for national defense that not only addresses current threats such as North Korea nuclear and missile threats but also prepares for changes in future battlefield environments. Based on the results of this study, policy implications were recommended, such as the establishment of a regular organization within the Ministry of National Defense that can promote Defense Innovation 4.0.
