    예비전력분야 연구 및 교육역량 확충 방안에 관한 연구: 예비전력연구소 설립을 중심으로

    1968년 예비군이 창설된 이래로 예비전력은 국가방위의 한 축으로 임무를 수행해 왔다. 안보환경과 전쟁 패러다임의 변화, 인구감소에 따른 병력구조의 변화로 예비전력은 더욱 중요해졌다. 국방개혁을 통해 예비전력 정예화를 추진하고 있지만, 전력증강 사업이나 상비전력 전투력보다 뒷순위로 밀려 있다. 특히 예비전력에 대한 중·장기적 정책과 제도 개선을 위한 전문적인 연구기관과 예비전력 전문가 양성이 미흡하다. 이를 개선하기 위해 2가지 방안을 제시하였다. 첫째, 예비전력 전문연구기관이 설립되어야 한다. 국방대학교 예비전력연구센터를 모체로 예비전력연구소를 설립하여야 한다. 국방대학교에 위치하여 공공정책연구와 예비전력 교육을 지원할 수 있어야 한다. 둘째, 전문가 양성을 위해 국방대학교 석·박사 학위과정을 신설하고 군의 기간인 간부들에게 상비전력과 예비전력에 대한 균형된 시각을 갖고 부대를 지휘할 수 있도록 양성과정에서 교육시간을 늘려야 한다. 국방력을 유지하고 증대시키기 위하여 예비전력에 대한 중요성을 인식하고 이를 뒷받침할 전문연구기관과 전문가 양성을 통해 예비전력을 국방의 핵심전력으로 만들기 위한 노력이 필요하다.

    Since the establishment of the ROK Army’s reserve forces in 1968, the reserve forces have been serving as an axis of national defense. Reserve power has become more important due to changes in the security environment, war paradigm, and changes in the military structure due to population decline. 
    Although the ROK government is pushing for the standardization of reserve forces through defense reform plan, it is still far behind in the power enhancement project or the improvement of combat capabilities of ROK Army’s standing forces. In particular, it is insufficient to train professional research institutes and experts to improve mid- and long-term policies and systems for reserve power. 
    To improve this, two policy recommendations are proposed. First, a research institute specializing in reserve power should be established. The Reserve Power Research Center of the Korea National Defense University should be a case with the parent of the Reserve Power Research Center. It should be located at the Korea National Defense University to support public policy research and education on reserve power. Second, in order to train experts, a master’s and doctorate course at the Korea National Defense University should be institionalized, and education hours should be increased in the training process so that executives, who are in the military, can command the unit with a balanced view of standing and reserve power. 
    In order to maintain and increase the national defense capability, efforts are needed to recognize the importance of reserve power and to make reserve power a core power of national defense by training specialized research institutes and experts to support it.
