초 록 [국문]
본 논문은 북한의 전자기파(EMP) 위협을 분석하고 한국의 EMP 방호를 위한 대응방안을 모색하기 위해 작성하였다. 핵무기에 의한 EMP는 단 한 발로도 광대한 지역에 심대한 영향을 미칠 수 있다. 특히 전기·전자·통신 등 군사부분의 지휘·통제·통신(C4I) 시설과 장비뿐만 아니라 전력·통신·교통 등 국가 기반시설을 포함하여 사회 전부분이 EMP 공격으로부터 영향을 받을 것이다. 북한의 EMP 위협분석을 바탕으로 EMP 방호 실태를 검토하였으며, 한국의 EMP 방호를 위한 대응방안을 모색하였다. EMP 방호를 위해 국가위기관리 차원의 방호계획 수립과 연구체계를 구축해야 할 것이다. 그리고 관련 법령을 정비하고, EMP 방호 가이드라인과 대국민 홍보와 교육, EMP 대응체계와 역량 강화를 위해 방호체계 구축, 방호역량 강화 등 국가 총력적인 예방과 대비, 대응, 복구 등의 대책을 강구하여 북한의 EMP 공격으로부터 피해를 최소화하고 국가안보를 굳건히 해야 할 것이다.
초 록 [영문]
This paper is designed to analyze North Korea's EMP threat and explores South Korea's response strategies. A single EMP attack can affect large areas, causing serious damage. In particular, not only the command, control, and communication facilities and equipment of military based on IT technology, but also the entire infrastructure such as power, communication, finance, energy, and traffic will not be safe from EMP attacks. Therefore, based on the analysis of North Korea's EMP threat, South Korea needs practical EMP protection measures. In order to protect the EMP, it is necessary to establish the protection plan and research system for national crisis management and research system should be constructed. And it is necessary to make EMP protection law, to publicize and educate the people, to build a response system and capability, to strengthen the response capability.
