이 글의 목적은 북한군대 내 만연한 비사회주의적 행위의 배경 및 북한군의 비사회 주의적 행위 유형과 북한당국의 대응방식을 파악함으로써, 향후 김정은 정권에서 북한군의 비사회주의적 행위를 어떤 방식으로 통제할 것인지 전망하는 데 있다. 북한군대 내 비사회주의적 행위의 만연은 북한군의 사회주의체제 및 대외 정세에 대한 인식이 변화되고 있음을 의미한다. 북한군의 비사회주의적 행위에 대한 북한당국의 통제방식 변화는 일반 주민은 물론이지만 군인에게도 더 이상 북한식 사회주의사상이 그들 사고체계를 지배하지 못한다는 것이며, 사회 작동원리로 작용하지 않는다는 것을 의미한다. 김정일 정권에서 내세운 사회주의법치가 김정은 정권으로 계승되어 사회구성원들에 대한 행위통제 관련 법제·개정으로 나타나고 있다. 이제 김정은 정권이 ‘사회주의법치’를 이전 정권보다 더 강조하는 상황에서 정치사상교육으로 해결되지 않는 북한군의 비사회주의적 행위에 대하여 강력한 물리적 억압기구나 법적 제재로써 통제를 더욱 강화해 나갈 것으로 예상된다. |

The goal of this article is to grasp the background of prevalent non-socialist behavior in the North Korean army, types of non-socialist behavior, and North Korean authorities’ response to it. In so doing, this article seeks to predict the ways in which Kim Jong-un regime will control his army in the future. The prevalence of non-socialist behavior in the North Korean army reflects changes in the soldiers’ perception of current socialist system and international situation. On the other hand, the ways in which North Korean government response to these non-socialist circumstances reveal that the socialist ideology no longer dominates the thinking system of North Koreans and soldiers, nor does it work itself as an operating principle of social systems. The rule by socialist law in Kim Jong Il regime has been handed down to Kim Jong-un regime, and emerges through law-making and legislative amendments related to control over the members of society. Now that Kim Jong-un emphasizes‘the rule by socialist law’ more than previous regime, he will strengthen his control through physical suppression mechanism and strong legal sanctions against non-socialist behavior of North Korean army that is not solved by political/ ideological education. |
