초 록 [국문]
본 논문의 목적은 북한의 생물학전 위협을 분석하고 한국의 생물학전 대비방안을 모색하는 것이다. 전 세계적으로 코로나19 사태는 보건의료뿐만 아니라 정치･경제･사회･문화 전반에 걸쳐 큰 충격을 주고 있다. 자연발생적인 신종 감염병에도 대혼란이 초래되는 상황에서 만약 북한이 의도적으로 도발할 경우 어떤 상황이 전개될지 그 위협과 실태, 대비방안을 모색하는 것은 중요한 의미가 있을 것이다. 북한은 핵무기뿐만 아니라 대량살상무기인 화학, 생물학무기 등 비대칭 전력을 지속적으로 증강해 오고 있다. 북한의 생물학전 위협과 생물학 공격 예상 시나리오, 그 위협에 따른 한국의 생물학전 대비실태를 분석하고, 대비방안을 제시하였다. 북한의 생물학전에 대해 한국의 대비실태는 전반적으로 미흡한 실정이다. 따라서 북한의 생물학 위협을 재판단하고, 그 위협에 부합된 대응개념을 설정해야 한다. 그리고 생물학 공격대비 국가생물방호계획 수립과 대응조직을 재정비해야 하며, 관련 법령을 정비하고, 생물안보 차원의 국제공조 강화, 국가생물방호인프라 구축, 실시간 대응능력을 강화해야 할 것이다. 주제어: 비대칭, 생물학전, 생물학작용제, 생물학무기, 생물안보, 국가생물방호계획

A Biological Threat of North Korea and South Korea’s Preparations Park, Jae-wan･Choi, Ki-woong (Wonkwang University･Chosun University) The purpose of this paper is to explore the biological threat of North Korea and South Korea’s preparations for North Korea’s use of biological weapons. The COVID-19 pandemic in Korea and around the world has unleashed major shocks not only on the field of health care, but also on those of politics, economics, society and culture. Given that an infectious disease caused by a new virus has brought confusion, it is highly likely that North Korea’s deliberate use of biological weapons including a new infectious disease will create great confusion. South Korea therefore should prepare counter-measures for the possibility that North Korea will employ biological weapons, considering expected situations, response demands, and response tactics. North Korea has continuously increased its asymmetrical power which includes nuclear, chemical and biological weapons. In order for North Korea’s biological threat analysis, this study examines biological warfare, North Korea’s biological threat, and possible scenarios of North Korea’s biological attacks. In addition, it reviews South Korea’s current preparedness for biological warfare, based on biological attacks by North Korea, and suggests measures to improve South Korea’s biological warfare capabilities. As for improvement measures, first and foremost, the ROK military should prepare for biological warfare, which is one of North Korea’s asymmetric threats. In addition, it is necessary to make the biological attack response plan on the national level; to establish the response organization; to improve related laws and regulations; and to enhance necessary education and training for biological protection. In order to strengthen the response capabilities for biological protection, it is necessary to strengthen international cooperation for biosecurity issues; to invest national biodefense infrastructure; and to develop real-time response capabilities.
